A Message from Joseph Kozeniewski, Chief of Police

Welcome to the Franconia Township web site. I hope you will find information about the police department and Franconia Township useful and informative.

The department consists of 17 sworn police officers, two civilian office secretaries, and one school-crossing guide. All are highly competent, committed, and dedicated men and women with a common goal of meeting the needs and providing service to the people who work, visit, and live here.

We provide numerous services to the community or act as liaison to other service providers. The Franconia Township Police Department strives to be a proactive organization that, in a partnership with the schools, churches, businesses, service organizations and its citizens, works to keep Franconia Township the safest community in Pennsylvania.

Patrol Division

Two Franconia Township Police officers get their equipment ready before going on patrol Fourteen uniformed patrol officers respond to calls for service from Franconia Township. Patrol officers hold responsibility for enforcement of traffic laws and accident investigations, and take initial reports on crimes and incidents. Three of our patrol officers, Albert Gesullo, Ed Hall and Travis Bivighouse, have extensive training in reconstruction of serious motor vehicle accidents.

Highway Safety Unit

Due to the large increase in traffic throughout the township, the Franconia Township Police Department implemented the Highway Safety Unit. This unit was coordinated and is overseen by Corporal Stephen Rinker. It consists of three distinct divisions which include traffic safety, accident reconstruction, and motor carrier enforcement. The following six specially trained officers make up the unit: Officer Travis Bivighouse, Corporal Ed Hall, Officer Tim Boyle, Officer Al Gesullo, and Corporal Stephen Rinker. All are involved in continuous training and updates so they remain proficient in their division.

Some of the responsibilities of the Highway Safety Unit include safety related details such as seat belt and speeding enforcement, commercial vehicle inspections, accident investigations, and dissemination of traffic safety information to the public.

Detective/Juvenile

Det. George H. Moyer III performs follow-up investigations to crimes initially handled by patrol officers. Det. Moyer is trained in many facets of investigative and forensic science components of crime, as well as detecting computer crimes.

The Franconia Township Police Department DARE officer, David Klepfer, presents the nationally recognized Drug Awareness and Resistance Education program each year to fourth-graders at Franconia, West Broad Street and Vernfield elementary schools. Since 1993, over 3,000 students have graduated from the DARE program.

DARE is an interactive classroom session where students learn the consequences of making decisions to use drugs, alcohol and tobacco, and provide them with options to avoid making poor choices.

National Night Out Against Crime

Residents meet their police officers in a relaxed, fun setting each year on the first Tuesday of August at the Franconia Community Park on Allentown Road. National Night Out Against Crime is a time when the citizens and police of Franconia Township join together with thousands of other communities nationwide to celebrate building safe neighborhoods. The program is designed to have the officers and the residents meet on a social basis and to take a stand that they will work together to stop crime. The police department provides informational booths as well as free refreshments that are provided by the North Penn Goodwill Service.

Department History

Police coverage was provided by the Pennsylvania State Police until 1962, when a group of residents signed a petition requesting the Board of Supervisors create the Franconia Township Police Department. The board approved the request and Kenneth Lear, a retired chief of police from Lansdale, was hired to build the department. He and one part-time officer handled calls from the former township building, an old farmhouse that stood on the site that was more recently a bank and is now a used-car lot at Harleysville Pike and Allentown Road.

Three decades, one chief

In 1965, Paul R. Hunsberger was appointed to the chief’s position after the death of Chief Lear. Chief Hunsberger served with the Upper Gwynedd Township Police Department for six years prior to his arrival in Franconia. The chief’s family was dedicated to police service. During a time in Chief Hunsberger’s career, his father was the chief of police in Souderton Borough, and his half-brother, John Kayser, served as chief of Upper Dublin Township.

During the next 31 years, Chief Hunsberger oversaw the growth of the police department to meet the needs of a growing township. He was instrumental in developing many partnerships with the community, especially the schools, where he presented annual bicycle rodeos and coloring contests. In 1976, he supervised the police department’s move to the current township building on Allentown Road.

Kozeniewski takes the helm

Joseph S. Kozeniewski succeeded Chief Hunsberger upon his retirement in January 1997. Chief Kozeniewski was a police officer for six years before joining the Franconia police force in 1981. He served as a DARE officer and is a graduate of the FBI National Academy in Quantico, Va.

The department now provides a complement of 15 full-time officers, two part-time police officers, two civilian secretaries, and a school crossing guard. All of the department’s vehicles are radio dispatched by the Montgomery County Communications center, which provides the 9-1-1 emergency service. Each police vehicle is equipped with computer data terminals and automatic external defibrillators.

In May, 2004, the police department moved into its new separate 9,000 square-foot facility, which is adjacent to the township building. The new headquarters is designed to meet the needs for expected growth of the Franconia community for many years.

  • Candidate must be a full-time resident of the Commonwealth of Pennsylvania at the time of hiring.
  • Completion of Basic Training (Act 120) as prescribed by the Municipal Police Officers Education and Training Commission, or its equivalent from another state when approved by the MPOETC.
  • Successful completion of an oral interview; pre-employment background check; financial background check; and physical and psychological exams
